That 'bubbly' layer is called  "Botryoidal" Chalcedony like in an agate or vein of agate.  It's like a quartz drusy that doesn't have little terminated crystals. Rounded little balls is Botryoidal. Of course it doesn't help to know that since you can't pronounce the word anyway. HA!    Bah-tree-oidal.
Very nice inclusions in the clear area of your first picture. Looks like good agate! I don't know how much it would clean up in Iron Out but you'd probably want to wait until you have found a bunch of it before experimenting with that.
