Yes, it's quartz or quartzite, but you don't need the 'breccia' part. Breccia is a little different. And, surprisingly enough, as you may be finding out, quartz can be a hard rock to tumble. It beats itself up as much as polishes. Can be very tricky to get a good batch. John, my personal tumbling expert, will tumble quartz up to the pre-polish stage and then do the last steps in a vibratory tumbler.

I walked around our field the other day. Which is all weeds and rock. Found some good looking small rocks. Threw them in the tumbler to see what they look like in a few days. See if they are duds or have a glimmer of hope to finish them.
