I was wondering if the banding was agate, if so, is the whole thing considered agate, or would the small area of banding be agatized? This was among the chert collected in Girard.

Yes, I would definitely call the clear chalcedony layer with banding, called  fortifications, agate.
What color does it fluoresce?

Looks like the fortifications are fluorescing more than the rest of the chalcedony. I'd guess, for starters, it could be a finer quality or concentration of chalcedony, or another mineral showing up there?
