Well, kind of like iron will eventually turn to rust, minerals will turn to Limonite or Goethite and Oxides.
It looks like there may have been a crystal of something, feldspar, garnet, pyrite, etc. there, but it has now morphed. The shiny blue-black looks like a coating of 'oxides' that formed on the outer edge of whatever was there.
